Dear Colleagues:

In the last several years, Johns Hopkins Medicine has developed affiliations with medical centers and hospitals around the world. The most recent international additions include Tawam Hospital in the United Arab Emirates and the King Khaled Eye Specialist Hospital in Saudi Arabia. I am writing to clarify the relationship between JHM and the affiliated hospitals abroad with respect to the review and conduct of human subjects research. The JHM IRBs have not been officially delegated as the IRBs of record for research conducted in affiliated hospitals. This means that local IRB or ethics committee review is still required in the host country. Documentation of such review should be provided to the JHM IRB when a new application is submitted listing a foreign affiliated hospital as a research site. In order to serve as an IRB of record with another institution, we must enter into a specific IRB Review Agreement. To date, an IRB Review Agreement does not exist between JHM and other affiliated hospitals outside of Maryland. Please contact a member of the compliance team in the Office of Human Subjects Research, at 410-955-3008, to discuss any questions about the review status of applications to be conducted in a hospital with an affiliation with JHM.
