Matthew Hamill, M.B.Ch.B., Ph.D., M.P.H.

Dr. Matthew Hamill is clinical chief of the BCHD Sexual Health Clinic. His focus is all aspects of Sexually Transmitted Infections (STI) and HIV, including prevention, treatment, and retention in care. His research focuses on rapid, point-of-care diagnostics for STIs in low-income settings. He provides patient-focused treatment for those with, or at risk of, STIs and HIV (including pre exposure prophylaxis/PrEP). He has expertise in providing care for LGBTQ+ communities. Dr. Hamill is a UK-trained physician, he received his medical degree in 1998 (MBChB), trained in internal medicine followed by sexual health/HIV training in London, UK. He spent 3 years conducting research in Soweto, South Africa. In addition to his primary affiliation with Johns Hopkins School of Medicine, he is also affiliated with the Department of Population, Family, and Reproductive Health at the Bloomberg School of Public Health.

Victoria Boyd, M.S.N., C.R.N.P., F.N.P.-C.

Victoria Boyd is a dedicated nurse practitioner at the Baltimore City Health Department, where she has spent more than six years specializing in the care and management of STIs, HIV, and hepatitis C. She brings more than a decade of nursing experience, including five years in the Medical Intensive Care Unit (MICU) at the University of Maryland Medical Center, where she developed a strong foundation in critical care. Deeply committed to health equity, Victoria is passionate about serving underserved communities and expanding access to high-quality, compassionate care. Her clinical expertise is matched by a heartfelt dedication to public health and community wellness.

Carita Carrington, M.S.N., A.G.N.P.-C., C.R.N.P.

Carita Carrington is a nurse practitioner at the Baltimore City Health Department. She received her Bachelor of Nursing from Hampton University and her masters degree from Johns Hopkins University. She has worked as a nurse practitioner for 10 years in a variety of settings, including hepatology, women's health, and primary care with the majority of her career specializing in STI and HIV care. Carita is dedicated and passionate about making a positive impact on the lives of anyone she encounters.

Alex Hessel, M.S.N., R.N., C.N.L.

Alex Hessel is the clinical nurse manager for the Baltimore City Health Department Sexual Health and Wellness Clinics. He is certified as a clinical nurse leader by the Commission on Nurse Certification. Prior to joining the BCHD in 2026, he supported the Johns Hopkins University School of Medicine’s Division of Infectious Disease as a research nurse and a clinical nurse for Outpatient Parenteral Antimicrobial Therapy (OPAT). He has also worked as a lead clinical nurse for the Johns Hopkins Hospital. He holds a BA in biochemistry from St. Mary's College of Maryland (2011) and a Master of Science in Nursing (2017) from the University of Maryland, Baltimore.

Khadijat Koletowo RN, BSN, is a senior clinical nurse at BCHD's sexual health and wellness clinics. She supports patients living with HIV and Hepatitis C. She also provides PrEP and STI care.

Kaitlin Poole, M.S.N., C.R.N.P.

Kaitlin Poole is a nurse practitioner who joined the Baltimore City Health Department in 2017. She currently is the deputy medical director at the Sexual Health and Wellness Clinics. She specializes in providing comprehensive care for HIV, sexually transmitted infections (STIs), hepatitis C, and HIV prevention through PrEP. Kaitlin earned her Master of Science in Nursing from the Johns Hopkins University School of Nursing in 2016, where she also completed a certificate in HIV Primary Care. She is deeply committed to delivering evidenced based, patient-centered care with a strong focus on improving individual and community health outcomes. Prior to her nursing career, she was a Peace Corps Volunteer in South Africa. She lives and works in Baltimore city and cares deeply about improving health outcomes in our community.
Kaitlin Poole

Amy Rial, C.R.N.P., M.P.H.

Amy Rial graduated from the University of Maryland in 2012. She has worked in a variety of low resource settings, including correctional health at the Baltimore City Detention Center and Central Booking, as well as primary care at Chase Brexton Health Care. She has been providing STI services at the Baltimore City Health Department since 2018. In 2023, she joined the Comprehensive Care Practice at Johns Hopkins Bayview Medical Center and provides primary care to a variety of patients four days a week while maintaining her collaboration with the Baltimore City Health Department Sexual Health Clinic.

Stacie C. Stender, M.S.N., M.Sc. Inf. Dis., R.N.

Stacie Stender is a senior clinical nurse case manager at the BCHD Sexual Health and Wellness Clinics. After 15 years of living in South Africa and 20 years of working in HIV, TB and other infectious diseases in 20+ countries across sub-Saharan Africa, she has returned to BCHD to provide client-centered care. She holds a BS in animal physiology and neuroscience from University of California San Diego (1994), Bachelor and Master of Science degrees in nursing from Johns Hopkins University (1999/2001), and a Master of Science degree in infectious diseases from the London School of Hygiene and Tropical Medicine (2011). She is an active member of the International AIDS Society and Southern African HIV Clinician Society and is fluent in French and English.

Jesse Vasques Mesenburg, C.R.N.P., M.S., F.N.P.-C.

Jesse Vasques Mesenburg is a nurse practitioner and the medical director of the SPARC Women’s Center. She has been providing clinical care at the Baltimore City Health Department Sexual Health Clinics since 2018. Jesse specializes in providing comprehensive care for STIs, HIV, PrEP, hepatitis C, gender-affirming hormone therapy, and reproductive health services. She is particularly focused on serving people who use drugs, those experiencing homelessness, and other medically underserved communities. She earned her Master of Science from The Ohio State University in 2017 and is a certified family nurse practitioner. Her practice is grounded in harm reduction, trauma-informed care, and health equity.
Jesse Vasques Mesenburg

Barbara Wilgus, C.R.N.P., M.S.N.

Barbara Wilgus is the program administrator for the STD/HIV Prevention Training Center at Johns Hopkins since 2016, and she has been a member of senior staff in the Division of Infectious Diseases at Johns Hopkins University School of Medicine since 1997She is a certified women’s health nurse practitioner who specializes in reproductive health, STIs and HIVShe received her Masters of Science in Nursing from Vanderbilt University in 1995During her time at Johns Hopkins, she has provided STI treatment and HIV medical management for patients at Baltimore City Health Department and at Johns Hopkins, and has also been research clinician for studies including HPV treatment vaccine trials and vaginal microbiome cohortsShe provided HIV primary care for women at the Johns Hopkins Bartlett Specialty Practice from 2000-2020, and currently sees patients for STI care, HIV care, and PrEP at the Baltimore City Health Department Sexual Health and Wellness Clinic.
