A Johns Hopkins Medicine Charitable Care Program
For patients with no access to health insurance, accessing medically necessary specialty health care can be especially challenging. The Access Partnership – known as “TAP” – strives to fill the gap by helping eligible patients access qualifying specialty care from Johns Hopkins Medicine at no cost.
TAP’s mission is to improve access to effective, compassionate, evidence-based medical care for uninsurable patients with demonstrated financial need. Our program is not health insurance; it is a charitable care program for patients with no access to insurance through work, school, or public or private programs.
Patients are referred to TAP from Johns Hopkins-affiliated hospitals and participating community clinics in Baltimore.
How to Refer
To be eligible to apply for TAP, patients must have a referring primary care provider. Referrals must come from Johns Hopkins providers and partners. Use the information below for detailed guidance

To be eligible to enroll in TAP and access specialty care at Johns Hopkins, patients must first be connected to primary care at a participating community clinic.

To be eligible to enroll in TAP for access to approved specialty care at Johns Hopkins, patients must be referred by primary care clinicians at Johns Hopkins or at participating community clinics.
