Pamela Owens

Pamela Owens joined Johns Hopkins Medicine in 2011 as the deputy chief compliance officer for the health system. She became chief compliance officer in 2017, and in 2024, she was named vice president and chief compliance officer.

Owens is responsible for developing, implementing and monitoring the compliance program for all health system member organizations. In this role, she oversees compliance education and compliance auditing, and she manages the compliance reporting system and the enterprise risk management program.

Owens began her career with the Maryland attorney general’s office, where she provided guidance to the health occupations and licensing boards in the Maryland Department of Health (MDH). From there, she moved to the MDH Office of Government Affairs and represented the department’s interests before the Maryland General Assembly.

Owens earned Juris Doctor and bachelor’s degrees from the University of Maryland.
