Enbar Cohen, J.D.
Vice President, Human Resources, The Johns Hopkins Hospital

Enbar Cohen has served as vice president, human resources at The Johns Hopkins Hospital since February 2026. In this role, Cohen partners closely with hospital leadership and health system human resources to provide strategic oversight of local organizational development and employee engagement initiatives, as well as alignment with system wide human resources strategies, programs and priorities.
Prior to joining The Johns Hopkins Hospital, Cohen spent nearly a decade at Jackson Health System in Miami, one of the nation’s largest public academic health systems, where she held senior leadership roles of increasing responsibility in human resources. In support of more than 15,000 employees, Cohen focused on modernizing HR functions, strengthening employee and labor relations while driving employee engagement and culture, advancing workforce compliance, and building high-performing teams across hospitals, ambulatory sites and specialized clinics.
Earlier in her career, Cohen served as director of business development for the Miami Transplant Institute, where she partnered closely with physicians and clinical leaders to support service line growth, expand referral networks and strengthen multidisciplinary collaboration in a highly specialized academic transplant program.
Cohen has a strong foundation in public service. She began her professional career in the nonprofit sector with Safe Schools South Florida. While pursuing her law degree, she ran for public office and was elected city commissioner of the City of Aventura, Florida, serving a four-year term. Her experience as an elected official informs her leadership approach, particularly in governance, public accountability and stakeholder engagement.
Cohen earned her Juris Doctor from Florida International University College of Law, and holds a Bachelor of Science degree in political science from Barry University.
