Senior Vice President for Human Resources for the Johns Hopkins Health System (JHHS) and Johns Hopkins Medicine (JHM)
Pamela Paulk is responsible for the HR policies governing approximately 30,000 employees. Previously, she served as the director of operations integration for JHHS, as interim director for Johns Hopkins Home Care Group and as the vice president of Johns Hopkins International Global Services.
Before joining Hopkins in 1998, Paulk held numerous administrative and academic posts at organizations throughout the country. She served as a national consultant as well as a senior vice president of operations for a private psychiatric practice. A graduate of Florida State University (master's in social work) and The Johns Hopkins University (master’s in business administration), Paulk is co-founder and president of the Baltimore Alliance for Careers in Healthcare, and president of the Community Mediation board of directors. She also sits on additional boards, committees and councils, including the Employee Health Plan board of directors, the Baltimore Leadership Class of 2000 and the Baltimore Workforce Investment Board.
Paulk teaches graduate courses at both the Johns Hopkins Bloomberg School of Public Health and the Johns Hopkins Carey School of Business. She speaks frequently to professional associations, business forums and community groups on service excellence and workforce development. She has also led both large-group presentations and workshops on these topics internationally, most recently in Chile and Panama. For her many accomplishments, she was recognized as one of Maryland’s Top 100 Women in 2004.
