Dr. Basil Morgan Honored with AAO Hall of Fame Award
Basil Morgan, M.D., was recently presented with the American Academy of Ophthalmology (AAO) Secretariat for State Affairs 2018 Hall of Fame Award.
Morgan, who served as a member of the Academy's council representing MSEPS, was awarded its Achievement Award in 2015.

It is impossible to talk about Maryland’s legislative victories for patient safety and quality eye care without mentioning Basil Morgan, MD. For years, through his tremendous work with the Maryland Society of Eye Physicians and Surgeons (MSEPS) and the Academy, Dr. Morgan has served as an inspiring leader, trusted mentor, and tireless advocate.
Dr. Morgan has been a valued leader and mentor to numerous Maryland ophthalmologists eager to become involved with patient advocacy. There is no question that he leads by example. He is a constant presence during legislative events and meetings and has worked hard to build meaningful relationships with some of the most influential legislators in Maryland’s General Assembly. He has served in numerous roles during political campaigns, from working the polls, to displaying signage, to enlisting family, friends, and colleagues to work on the campaigns of pro-medicine legislators. These relationships have paid off dividends in recent years for preserving quality eye care in Maryland.
Dr. Morgan’s knowledge about the inner workings of Maryland politics and the legislative process in Annapolis knows no bounds. He possesses the finesse of a seasoned advocate and government affairs strategist. He shares this knowledge freely to trusted colleagues and befriends young ophthalmologists, bringing them along in their advocacy education. Dr. Morgan is always available – before work, in between patients, at the end of a long work day, and on the weekends – to answer tough questions about how to handle particularly tricky legislative quandaries. His sage advice was crucial during the last two years as Maryland was (and still is) a target of dangerous optometric scope of practice expansion. Not only was he an asset to the MSEPS legislative team, but also to the Maryland State Medical Society (MedChi), as evidenced by his tireless efforts to stave off a harmful malpractice bill in the final days of the 2018 legislative session.
