Gladys Brignoni, Ph.D.

Vice President, Human Resources, Learning and Organization Development

Dr. Gladys Brignoni serves as the inaugural vice president of human resources, learning and organization development for the Johns Hopkins Health System. In this role, Dr. Brignoni leads workforce and leadership development programs, performance improvement, instructional design, planning, change management, organization development and design, and staff engagement to meet the health system’s strategic goals.

An innovative human resources leader, Dr. Brignoni has extensive experience in performance improvement, talent management, change management, diversity and inclusion, training and organizational effectiveness. Before joining Johns Hopkins in September 2022, she was the chief learning officer at the U.S. Coast Guard (USCG) and the deputy commander of the Force Readiness Command. While at the USCG, Dr. Brignoni spearheaded the Coast Guard’s Modernized Ready Learning program, which transformed how the Coast Guard trains and educates its 80,000 workforce members. She also led the diversity, equity and inclusion efforts for the agency as the senior advisor of diversity and inclusion.

Her ample background in talent management and leadership development spans academia and over 20 years of service with the federal government, where she administered and managed budgets in excess of $1.5 billion. Dr. Brignoni has received numerous leadership and training awards, and was featured in Chief Learning Officer magazine in October 2019.

Dr. Brignoni earned a Ph.D. and a Master of Arts in Teaching from Indiana University and a bachelor’s degree from Purdue University. She holds professional certifications in diversity and inclusion strategic management from Cornell University, distance learning from University of Wisconsin and Lean Six Sigma Black Belt from the U.S. Navy Lean Six Sigma College.
