Knowledge Transfer Principal, Global Services

In his role as knowledge transfer principal for Johns Hopkins Medicine International, Mr. Tobar develops products and services intended to raise the standard of care at medical institutions abroad. Focusing on the Kingdom of Saudi Arabia, he promotes the international service group’s mission of improving the health of the global community by advancing medical education, research and clinical care initiatives. He uses strategic planning skills to assess knowledge transfer needs across our clients’ health systems and works with Johns Hopkins Medicine International’s Baltimore office to meet those needs. 

Mr. Tobar previously served as Johns Hopkins Medicine International’s director for the Saudi region and Johns Hopkins Aramco Healthcare, a joint venture between Saudi Aramco and Johns Hopkins Medicine. In that role, Mr. Tobar worked closely with the team on the ground in the Kingdom of Saudi Arabia to advance the Johns Hopkins Aramco Healthcare project and related interests.

He joined Johns Hopkins Medicine International in 2011 as a director for global services in the Latin America region, where he oversaw the strengthening of the knowledge transfer programs for health systems in Mexico, Panama, Colombia, Peru and Chile.

Mr. Tobar has ample project management, business development and relationship management experience in Latin America, having worked with multidisciplinary teams in different industries. In his native Ecuador, Mr. Tobar was owner and CEO of a local project management company. Previously, he worked at Sumitomo Corporation del Ecuador, where he held several positions, including business development manager, credit manager and chemical products department manager, and at Citibank N.A. Ecuador, where he was a financial institutions relationship manager and management information systems manager. 

He holds a master’s degree in business administration in international business from the George Washington University, which he attended as a Fulbright grantee and as the F. David Fowler fellow between 1997 and 1999. He graduated with honors, received the International Business Graduate Award and the MBA International Scholar Award, and has since been a member of the Beta Gamma Sigma honor society. He graduated summa cum laude with a degree in chemical engineering from the National Polytechnic School in Quito, Ecuador.

Mr. Tobar, who possesses an innate interest in foreign cultures, has lived overseas for several years, including Switzerland for six years, and is fluent in English, French and Spanish.
