Non-Competing Grant Awards Under the Current Continuing Resolution The Department of Health and Human Services (HHS) continues to operate on a continuing resolution (CR) that currently extends through November 16, 2007. Until the final FY 2008 appropriation is enacted, NIH will issue non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 80% of the previously committed level). NIH will consider upward adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period. The NIH announces the availability of educational loan repayment under
the NIH Extramural Loan Repayment Program for Clinical Researchers (LRP-CR).
This program provides for the repayment of up to $35,000 of the principal
and interest of the extant educational loans of such health professionals
for each year of obligated service. The program also provides coverage
to offset incurred Federal tax liabilities. The purpose of the Loan Repayment Program for Clinical Researchers is the recruitment and retention of highly qualified health professionals as clinical investigators. Through this announcement, the NIH invites qualified health professionals who contractually agree to engage in clinical research for at least two years, and who agree to engage in such research for at least 50 percent of their work schedule (not less than 20 hours per week based on a 40-hour work week), to apply for participation in the NIH Loan Repayment Program for Clinical Researchers. LRP-CR applications will be accepted through December 1, 2007. They must be submitted via the NIH Loan Repayment Website, www.lrp.nih.gov. Research Loan Repayment Program for Individuals from Disadvantaged Backgrounds
(ECR -LRP). This program provides for the repayment of educational loan debt of up to $35,000 annually for qualified health professionals from disadvantaged backgrounds conducting clinical research for domestic non-profit or government entities. The program provides coverage to offset incurred Federal tax liabilities. The program may also provide reimbursement for state and local tax liabilities. with a new look and additional features. The new enhancements will provide
additional tracking capabilities and better grant application organization
for improved system performance. New features include the ability to search
for and track electronically submitted applications from the Status screen
using the Grants.gov tracking number and reorganization of the application/grant
data into two separate sections. The underlying process will remain the
same even though the look and feel of the Status screens will change.

NIDDK will support investigator-initiated, multi-center clinical studies exclusively through a two part grant process: (1) an implementation planning (U34) grant followed by (2) a cooperative agreement (U01) to conduct the study. Beginning with the March 19, 2008 application receipt date, NIDDK will support implementation planning (U34) grants for multi-center clinical studies. The U34 is a cooperative agreement award mechanism, with the NIH staff being substantially involved as a partner with the Principal Investigator. The U34 is designed to provide early peer review of the rationale and design of the proposed clinical study and to support all administrative study group activities that are required in order to begin recruitment of subjects. The U34 is not designed for the collection of preliminary data, for the conduct of pilot studies to support the rationale for a clinical study, or for the design of the study. The U34 application will include the proposed study design. All multi-center clinical studies must complete this two-part process. The U34 grant will provide up to two years of support. Pre-approval from NIDDK will be required for submission of an U34 application. U34 applications will be peer reviewed by special emphasis panels set up by the NIDDK Review Branch. The product of an awarded U34 will be an application
(U01) to conduct the clinical study. It is expected that receipt of a
U34 grant will lead to the timely submission of an application for support
of the full-scale study, incorporating the elements developed under the
planning grant. Prospective applicants should note that funding of a U34
