NIH announces mandatory use of new PHS 398 and 2590 forms and instructions beginning in May 2005 All applications
for Public Health Service Grant (PHS 398) with receipt/submission dates
on or after May 10, 2005 are required to use only the 9/2004 version of
the instructions and corresponding form pages. After this date, applications
submitted using previous versions of the instructions and form pages will
be returned to the applicant. Applicants may not mix old and new versions
of the form pages; e.g. versions of the modular budget format page published
prior to 9/04 will not be accepted if included in the PHS 398 application
on or after May 10, 2005.
All Progress Reports using the U.S. Department of Health and Human Services Public Health Service Non-Competing Grant Progress Report (PHS 2590) submitted on or after May 1, 2005 must use only the 9/2004 version of the instructions and form pages. The eIS (electronic Information Sheet) replaced the paper version of the School of Medicine Information Sheet on November 2nd, 2004. Beginning June 1st, 2005, the SOM Office of Research Administration will no longer accept the paper version of the Information Sheet. Therefore, all grants and contracts submitted to ORA on or after June 1st, 2005 must use the eIS. To gain access to the eIS, please visit http://www.hopkinsmedicine.org/Research/ The SOM Office of Research Administration offers three types of eIS training. Please visit http://www.hopkinsmedicine.org/Research/training/eIStraining.html for the complete the May 2005 eIS training schedule. Faculty eIS training sessions provide a brief overview of the eIS system and instruct PIs how to complete the compliance section of the eIS. All faculty are encouraged to attend. Sessions last approximately 30 minutes. Hands-on eIS training sessions demonstrate how to create, complete, and circulate an eIS. All staff who process information sheets on a regular basis are encouraged to attend. Sessions last approximately 90 minutes and pre-registration is required. eIS refresher courses provide an opportunity for staff to ask questions about the eIS. Staff who have previously attended a hands-on session or are unable to attend a hands-on session are encouraged to attend. Sessions last approximately 30 minutes to one hour, depending on the volume of questions.

The Policy becomes effective May 2, 2005. The Policy requests and strongly encourages all NIH-funded investigators to make their peer-reviewed author's final manuscripts available to other researchers and the public at the NIH National Library of Medicine's PubMed Central (PMC) [see http://www.pubmedcentral.nih.gov] immediately after the final date of journal publication. At the time of submission, authors are given the option to release their manuscripts at a later time, up to 12 months after the official date of final publication. NIH expects that only in limited cases will authors deem it necessary to select the longest delay period. The Policy applies to all research grant and career development award mechanisms, cooperative agreements, contracts, Institutional and Individual Ruth L. Kirschstein National Research Service Awards, as well as NIH intramural research studies.
