Internal Deadline for Grant and Contract Proposals

All proposals must be received by the Office of Research Administration (ORA) three full business days prior to the Sponsor due date. For electronic proposals, both the routed paper copy and full electronic proposal, including the final scientific narrative, must be available to ORA at least three full business days before the sponsor's deadline to permit timely ORA review and submission of the final application. Either the PI (or someone provided access to the electronic proposal by the PI) must be available during the 3-day ORA review period in case changes must be made prior to approval/submission.

For example, all proposals for April 1st deadlines must be received in ORA by 5PM on Monday, March 28th. Proposals that are submitted to ORA after the internal deadline may not be ready for pick up until three full business days after the date of receipt in ORA. When a proposal is submitted late to ORA, the Principal Investigator should request a deadline extension from the Sponsor.

This internal deadline is required to allow sufficient time to assure that the institutional review and certification is accurate, and that the proposal complies with University and sponsor policies. It also allows time for ORA staff to correct proposal errors with the investigator and where required to achieve successful electronic submission on sponsor systems that may not be consistently available.

PI Signatures on eInformation Sheets Submitted to ORA

PIs are held personally responsible for the accuracy of the information on eInformation Sheets. Accordingly, ORA will only accept eInformation Sheets with original PI signatures. eInformation Sheets with stamped PI signatures will not be accepted. Departmental administrators are not authorized to sign in place of the PI. However, a signature by a co-PI on the application may be accepted for deadline purposes if the Administrator believes that the Co-Investigator can represent the PI and if the PI confirms approval in writing as soon as possible.


Expanded eIS Training Program

The SOM Office of Research Administration is now offering eIS training for both faculty and staff. Please visit http://www.hopkinsmedicine.org/research/resources/

Faculty eIS training sessions provide a brief overview of the eIS system and instruct PIs how to complete the compliance section of the eIS. All faculty are encouraged to attend. Sessions last approximately 30 minutes.

Hands-on eIS training sessions demonstrate how to create, complete, and circulate an eIS. All staff who process information sheets on a regular basis are encouraged to attend. Sessions last approximately 90 minutes and pre-registration is required.

eIS refresher courses provide an opportunity for staff to ask questions about the eIS. Staff who have previously attended a hands-on session or are unable to attend a hands-on session are encouraged to attend. Sessions last approximately 30 minutes to one hour, depending on the volume of questions.

NIH-funded Investigators Requested to Submit Electronic Versions of Publications Resulting from NIH-funded Research to the NIH National Library of Medicine

Beginning May 2, 2005, the NIH requests that all NIH-funded investigators submit an electronic version of all final manuscripts resulting from any research supported with direct costs from the NIH to the NIH National Library of Medicine's (NLM) PubMed Central (PMC). This public access policy applies to all NIH grants, agreements, contracts, and awards. Ruth L. Kirschstein National Research Service Award (NRSA) Stipend and Other Budgetary Levels Effective for FiscalYear 2005

The NIH has announced the stipend levels for Fiscal Year (FY) 2005 Kirschstein-NRSA awards for undergraduate, predoctoral and postdoctoral trainees and fellows. Training Related Expenses for trainees and the Institutional Allowance for individual fellows have also been announced.
