Departmental Certification of Effort Reporting Training on Proposals Submitted to ORA Beginning May 1, 2004, Johns Hopkins University is requiring that faculty complete the online Effort Reporting Compliance Training prior to submitting sponsored project proposals. Accordingly, the comments section of the Information Sheet on all proposals submitted to the Office of Research Administration (ORA) on or after May 1 must include departmental confirmation that all faculty with effort on the proposal have completed the Effort Reporting Compliance Training course. Proposals should not be forwarded to ORA until such online Effort Reporting Training is complete for all participating faculty. NIH has announced a revision of its policy on direct cost limitations on solicited applications published after this notice. If your application is in response to Program Announcements (PAs) and Requests for Applications (RFAs) that include a limitation on direct costs, you are to exclude from that limit the facilities and administrative (F&A) costs requested by consortium participants. The F&A costs requested by the consortium will be reflected in the PHS 398 application according to current instructions, and F&A costs awarded under these programs will continue to be awarded under the current practice. However, these consortium F&A costs will not be counted as a direct cost when determining if an applicant is in compliance with a direct cost limitation on a solicited application.
