ORA Announces New Subcontract Information Sheet

To initiate and help expedite preparation of subcontract agreements to an outside institution under a JHU prime award, the JHU Department and/or JHU Principal Investigator will need to complete and submit a subcontract information sheet to the Office of Research Administration. The form, available in both Word and pdf versions, may be found on the web at Appendix H of the ORA's Sponsored Projects Handbook at the following address:http://www.hopkinsmedicine.org/Research/handbook/index.html

If you have any questions related to the use of the form or regarding subcontracts initiated by JHU, please contact Christine Touchstone by phone (443) 287-3754 or email at ctouch@jhmi.edu, or Leerin Shields at (410) 955-8389 / lshield7@jhmi.edu.

Indirect Costs Rates

In recent years JHU has accepted a number of subcontracts from NIH-funded organizations in which the University has been required to accept Facilities and Administrative (indirect costs) rates less than our applicable negotiated rate for the work being conducted. Recent examples include subcontracts from the Children's Oncology Group and the Gynecologic Oncology Group. These non-compliant rates were accepted because they were applied uniformly to all participating centers in the funded programs.

The Council on Government Relations and the Association of American Medical Colleges brought this matter to the attention of NIH. NIH acknowledged that this practice of imposing reduced rates violates federal policies and NIH has instructed its grants management staff to ensure this practice ceases.

In light of these developments, the School of Medicine will no longer accept new subcontracts that attempt to impose a Facilities and Administrative rate that does not correspond to JHU's applicable negotiated rate.
