NIGMS Fiscal Year 2003 Financial Management
Plan
The National Institute of General Medical
Sciences (NIGMS) is currently operating under a Continuing Resolution
(CR). CRs are stop-gap measures that allow ongoing agency programs
to function, generally at a level comparable to that in the previous
fiscal year. NIGMS will follow these funding guidelines provided
that sufficient funds are available under this CR:
- Noncompeting (type 5) R01 Awards:
NIGMS will follow the NIH policy to pay committed levels for
noncompeting continuation awards.
- Competing (type 1, type 2, and
type 9) R01 Awards: NIGMS will make competing awards in its
ongoing research grant programs. New grants within ongoing NIGMS
programs (type 1s) will be awarded at levels that, on average,
are equal in size to a new competing award in FY 2002. Competing
continuation awards (type 2s and type 9s) will be awarded at
the grants previous year funding level.
Awards issued
under the CR may be revised if and when NIGMS receives a FY 2003
appropriation that provides sufficient funds for increases. At
that time, a revised NIGMS FY2003 financial management plan will
be posted.
Extended Deadline
for Loan Repayment Program
The NIH has extended
the application deadline for its extramural Clinical Research
Loan Repayment Program and Pediatric Research Loan Repayment Program.
The new deadline is January 31, 2003.
The extramural loan repayment programs
provide for the repayment of educational loan debt of qualified
health professionals who agree to conduct research for at least
two years, including repayment of up to $35,000 of the principal
and interest of their educational loans. The 2003 programs differ
from the 2002 programs in that the awards are no longer restricted
to NIH grantees. Applicants must conduct qualifying research supported
by a non-profit institution, non-profit foundation, non-profit
professional association, or U.S. government entity (federal,
state, or local) and meet other eligibility requirements. Information
