New Director, Office of the JHU Animal Care and Use Committee We recently reported that Dr. James Owiny of the IACUC Office was leaving to become University Veterinarian at Colorado State University.We are pleased to announce that Dr. Nelson Garnett now has joined the IACUC office as Director, Office of the JHU Animal Care and Use Committee. He also will become a member of the JHU Animal Care and Use Committee. Last summer, after 20 years of combined federal service, Dr. Garnett retired from the US Public Health Service and from his position as Director of the NIH Office of Laboratory Animal Welfare (OLAW). In that position, he implemented federal animal welfare policy, and has been extremely active in promoting educational efforts through workshops and at scientific meetings that increase the dialogue between researchers and government. In recent years, he worked collaboratively with other federal agencies to reduce some burdensome requirements such as dual review of protocols by collaborating PHS-assured institutions under most circumstances, making it possible to handle personnel amendments administratively, and contributing to the implementation of Just-in-Time review, largely removing the requirement that the IACUC review federal grants before they can be peer-reviewed at NIH. Nelson is no stranger to Hopkins, however. He was a fellow in the Comparative Medicine laboratory animal medicine training program here from 1981 to 1983.
