EMPLOYEE PARKING

Q:  Where are the entrances and exits to the Orleans Street Garage?
A:  There are five entrances to the garage:

  • 4 entrance lanes from Orleans Street (Open 24/7)
  • 1 entrance lane from Fayette Street--just west of Wolfe Street (Open from 6 a.m. to 9 a.m. Monday through Friday)

      There are currently four exit lanes coming from the garage:

  • 3 exit lanes to Orleans Street (Open 24/7)
  • 1 exit to Fayette Street--just west of Wolfe Street (Open from 3 p.m. to 7 p.m. Monday through Friday)
  • A fifth exit will be located on the third level and lead out to Fayette Street - just east of Broadway Street (Open 3 p.m. to 7 p.m.).  Anticipated opening is January 2006.

Q:  I have been reassigned to a garage called Orleans Street South--or something close--and believe that it is accessible from Orleans Street.  I did not notice a sign saying Orleans Street South Garage.  Can someone please help me with its specific location and name?
A:  There is no garage called Orleans Street South.  The new garage to which Broadway and upper-level McElderry permit holders have been reassigned is called the Orleans Street Garage and you can access it from Orleans Street or Fayette Street.  The garage is bound by Orleans and Fayette Streets on the north and south and Wolfe and Broadway Streets on the east and west.  Please visit Using the Orleans Street Garage for a map of the entrances and exits and information about access, shuttle, hours of operation, etc.

Q:  Who has permits for the new garage?
A:  All previous Broadway Garage and upper-level McElderry Garage permit holders were reassigned to the new Orleans Street Garage.

Q:  Will I have the option to purchase a permit to the Orleans Street Garage even if I was not a Broadway or upper-level McElderry Garage permit holder?
A:  Yes, beginning the week of Oct. 24 we began accepting new permit holders in the Orleans Street Garage.  Permits cost $115 per month.

Q:  I am a Hopkins employee and I visit the Hospital campus periodically for meetings and events.  Can I park in the Orleans Street Garage even though I do not have a permit?
A:  Yes.  The Orleans Street Garage is a pay-to-park garage that, if space is available, may be used by all Hopkins employees regardless of whether or not they are permit holders.  It is an employee-only garage and your badge is required for access to and from the garage via the pedestrian bridge over Orleans Street.

Q:  How is safety and security being measured for the pedestrian bridge?  Do you have to have an Orleans Street Garage parking permit to cross it?  Will patients or the public have access to it?  Will there be an attendant?
A:  The Orleans Street Garage pedestrian bridge leads from the garage into Weinberg.  This is to be used only by employees and badges are required for access.  Patients and the public are discouraged from using this bridge and access for them will be controlled by security.  There will be a 24/7 security post on the north side of the bridge that will monitor all activities on both the bridge itself and in the enclosed walkway.

Q:  Why are the elevators not working?  When will they start working?
A:  Developers did not anticipate the elevator outage and Hopkins apologizes for the inconvenience.  We anticipate all elevators to be working by the first week of November.

Q:  Why wasn't the opening of the garage delayed until the elevators began working?  What about employees with disabilities?  Isn't it unfair and unrealistic to request a letter from a physician on such short notice?
A:  As the construction of the New Clinical Building hinges upon tight timetables, it is important for the demolition of the Broadway Garage to begin on schedule as it is the first step in a very large process.  We are asking for a great deal of cooperation, support and patience as we begin this endeavor and will do everything we can to make as many accommodations as possible.  Regardless of whether the elevators located within the garage are in service, it is necessary to navigate the stairs to travel from the bridge to ground level to enter the Weinberg Building.  Because of this, when reassigning parking, no employees with documented disabilities were moved to the Orleans Street Garage.

Employees with documented disabilities are instructed to work through Occupational Health Services to arrange special parking.  If someone has a condition that they do not feel warrants a doctor's note--but they feel as if it would be difficult to climb or descend stairs--there are measures that can be taken to reduce the need to utilize the stairs.  For instance, a person can park on the ground level of the garage, exit out onto the street, walk to the Broadway and Orleans Street intersection, cross the street there and walk to the closest Weinberg entrance.  Alternatively, a person could park on the bridge level and reduce the number of stairs necessary to climb or descend.  An employee shuttle is also available that goes from the garage's bridge street exit to the Hospital's Wolfe Street entrance, with additional stops at the Billings Administration gates and the Monument-at-Rutland employee entrance.

Q:  I have disabilities that impair my ability to navigate stairs and walk long distances.  The new Orleans Street Garage does have stairs at the end of the pedestrian bridge into Weinberg.  Can special arrangements be made for me?
A:  Because of the need to travel stairs in the garage and from the pedestrian bridge, special parking arrangements have been made for employees with documented disabilities.  Employees with disabilities who are in need of a special parking arrangement must provide to Occupational Health Services a letter from the employee's physician stating the medical condition and the duration of the special arrangement.  This letter should be mailed to OHS, attention Beth Cooper or Frances Humphrey-Carothers at 98 N. Broadway, Suite 4221 or faxed to 410-955-1617.

Q:  If I work the night shift or I am called to work for an emergency in the middle of the night, can I park in a garage closer to where I need to go even if I don't have a permit for that particular garage?
A:  An existing policy states that if you have a valid Hopkins I.D., you may park in other on-campus facilities during base access time periods (Monday through Friday from 4 p.m. to 8:30 a.m., weekends and designated Hospital holidays).  Please note, however, that if you park in a facility other than the one you are assigned to during the base access time period, you must move your car to your assigned facility before the base access time period ends or you will be charged the applicable hourly rate for parking from 8:30 a.m. until you exit the facility.
