After initially serving in the Department of Legal Medicine of the Armed Forces Institute of Pathology, Hugh Hill, J.D., M.D., FACEP, FCLP, started his 30-plus year career in emergency medicine, administrative medicine and risk management.
Along the way, he served 20 years with Mobile Medical Care, Montgomery County, Maryland’s oldest and largest free clinic system, as a volunteer physician, board member and elected officer, ending as president. For two years, Hill was the medical director of Montgomery Hospice. He organized and ran several small businesses, and he became an officer, treasurer and director in receivership of a medical malpractice insurance company. In 1998, he returned to federal service, joining the Health Care Finance Administration, later the Centers for Medicare and Medicaid Services, directing the Coverage and Analysis Group and then the Program Integrity Group. He then returned to Johns Hopkins and was, for several years, the director of Fast Track, which offers no-appointment care for the less severely ill and injured.
Dr. Hill continues to be active with the American College of Emergency Physicians, and he is a longtime member of the federal Committee on Government Affairs and other organizations and sections. At Johns Hopkins Bayview Medical Center, he is an attending physician and assistant professor. He also serves on the Observation Task Force and the Utilization Review Committee, and assists with claim denial appeals. His publications are predominantly in legal medicine and risk management.
