In a speech at the National Academy of Sciences in Washington on Monday, April 27, President Obama described his ambitious commitment to increase funding for scientific progress in research, innovation and education. His plans call for private and public funding in scientific research and development to exceed their high-water mark set during the space race era, when the U.S. invested over 3% of GNP in scientific endeavors. An equal proportion of GNP today would amount to at least $420 billion dollars annually.
