The Johns Hopkins Office of Critical Event Preparedness and Response was created in response to the events of September 11, 2001. CEPAR serves to integrate and coordinate the resources of the Johns Hopkins Institutions to deal with terrorism and other disasters. The Office has received federal grants totaling $3.5 million to develop response plans for such events. CEPAR is directed by Dr. Gabor Kelen, Chair of the Department of Emergency Medicine. Daily activity is managed by the deputy director, Dr. Thomas Kirsch, and a full-time administrative assistant.
