Strategic Plan

The Johns Hopkins Medicine Strategic Plan comprises six priorities—critical areas of focus for the success and sustainability of the institution. The strategic priorities and overall structure of the plan were developed during an 18-month process led by a diverse, multidisciplinary coalition of faculty and staff leaders representing all member organizations and a host of roles throughout JHM. After receiving her M.D. in 1987 from the University of Cincinnati College of Medicine, Dr. Colleen Koch completed her internship in internal medicine at Cleveland Clinic the following year. She completed her residency in anesthesiology and also served as a senior resident with a sub-specialization in cardiac, thoracic and vascular anesthesiology at Brigham and Women's Hospital in Boston. In 2001, she received a master's degree in clinical research, design and statistical analysis from the University of Michigan School of Public Health and in 2010 an M.B.A. at Case Western Reserve University.

A well-respected anesthesiologist, Dr. Koch comes to Hopkins from Cleveland Clinic, which she joined in 1992. Most recently, she was the vice chair of education and research for its Department of Cardiothoracic Anesthesia. She also served as a professor of anesthesiology at the Cleveland Clinic Lerner College of Medicine of Case Western Reserve University. She held joint appointments with Cleveland Clinic's Quality & Patient Safety Institute and departments of Medical Operations and of Thoracic and Cardiovascular Surgery.

In addition to her notable program management expertise, Dr. Koch has been actively involved in interdisciplinary research and was a member of Cleveland Clinic's Heart & Vascular Institute, where she mentored cardiothoracic surgical fellows in clinical research.

Dr. Koch serves on the leadership and editorial boards of many esteemed societies and journals, including the Society of Cardiovascular Anesthesiologists, Journal of Cardiothoracic and Vascular Anesthesia, The Annals of Thoracic Surgery and the International Anesthesia Research Society.

Claro Pio Roda assumed the interim administrator role for the Department of Anesthesiology and Critical Care Medicine in January, 2013. Mr. Pio Roda has been director of finance in ACCM since 2005. His education began with a bachelor of science in Biological Psychology from Tufts University in 1991. He completed his Masters in Health Sciences in health finance and management in 1995 at the Bloomberg School of Public Health, where he is also currently enrolled in the doctor of philosophy degree in health leadership and management.

Claro has been with the Johns Hopkins University since 1994. He was administrative resident in the Office of Managed Care for Johns Hopkins Healthcare.  From 1995 through 1999, he was Project Analyst, Senior Project Analyst and Project Manager for the Johns Hopkins Health System Department of Finance. Claro served as the Dir. of Finance and Chief Financial Officer for Johns Hopkins International for six years before joining ACCM.
