V. POST AWARD PROCEDURES
[Back to contents]
A. FEDERAL GRANT PRIOR APPROVAL CATEGORIES
The following sections deal with the administrative requirements concerning postaward grant changes that require a Principal Investigator to obtain written "prior approval" from a federal awarding agency.
For most discretionary project grants, PHS and NSF provide an approved budget on the Notice of Grant Award. This document constitutes "prior approval" for expenditure activities as specified in the grant application. However, if at a later date the investigator wishes to rebudget to meet unanticipated requirements, he/she may need to seek approval of the change from the federal granting agency.
There are three categories of federal agency prior approval authorities for postaward grants administration: Federal Demonstration Project (FDP), PHS Expanded Authorities for Research Activities, and Other Awards Not Eligible for Either FDP or Expanded Grant Authorities. Refer to the charts in Sections V.B.3., V.C.1., and V.D.1. for a summary of federal agency prior approval requirements.
